A Reference Implementation for concore Library in Julia

The CONCORE framework requires a high-performance Julia bridge to handle complex control loop simulations without inheriting bloated dependencies. This project delivers concore-jl, architecting a strict separation between a zero-dependency core I/O protocol (Concore.jl) and optional parsing utilities (ConcoreUtils.jl). The final deliverable guarantees sub-sample state synchronization, comprehensive cross-language interoperability (Julia/Python/C++), and a fully automated CI/CD pipeline for analytical validation.
