Enhanced Reuse Agent for Intelligent License Reuse

Many Fossology users struggle to reuse old license decisions because they have to find the right files themselves. This project makes the Reuser agent smarter by adding an 'Auto-Suggest' feature that automatically finds and ranks the best old versions to use. It also adds a visual 'Diff View' dashboard so users can easily compare files side-by-side. These changes, along with database performance fixes, will make license clearing in Fossology much faster, clearer, and more automated for the users.
