Plasma Mobile: Make network related KCMs feature complete with desktop equivalent

Plasma Mobile currently has separate networking settings modules from Plasma Desktop, that lacks some features for mobile users (ex. enterprise Wi-Fi networks, VPN configuration, etc). The Plasma Desktop settings module cannot be used in a mobile form factor, and is written in Qt Widgets, whose controls are not mobile friendly. Currently, the networking KCMs (KConfig Modules) for Plasma Desktop and Plasma Mobile are implemented as separate modules. While this modular separation provides architectural clarity and independence between platforms, it has resulted in significant feature reduction and duplicated efforts. To achieve convergence and long-term maintainability, some networking KCMs must be refactored and rewritten in QML using Kirigami to make it more mobile friendly. This will allow us to retain the same desktop features in Plasma Mobile as well.
