Better Linking Between Libcint and Gbasis

GBasis currently requires manual libcint compilation, breaking on macOS and Windows. This project automates the build using scikit-build-core and CMake FetchContent, adds cross-platform wheel building via cibuildwheel on GitHub Actions, implements platform-aware library loading, and wraps additional integrals from issue #149.
